El coste estándar para cada servicio se ha elaborado por el Instituto de Estudios Fiscales
El ministerio de Hacienda y Administraciones Públicas tiene perfilado un coste estándar para cada servicio que prestan los ayuntamientos, un método de cálculo basado en la población, pero que atiende también a otras variables como dispersión o envejecimiento. La reforma local impedirá que se presten servicios por encima de ese coste y será este baremo la causa principal de que un ayuntamiento pierda competencias.
