Los representantes de las entidades locales navarras han informado que gravar las viviendas desocupadas puede ser una medida perjudicial para los pequeños pueblos en los que hay importantes parques de segundas residencias y es de muy difícil aplicación, tal como se pone de manifiesto en las ciudades o comunidades autónmas en las que se ha querido implantar esta medida.
